What Is a SAP Partner? Partner Tiers, Competencies, and a Checklist for Choosing the Right Implementation Partner

When searching for a SAP Partner (an official SAP partner), what a company needs is not simply a firm capable of advising on or implementing SAP, but a partner with the experience, expertise, and capability to ensure the project succeeds. This article explains the SAP PartnerEdge tier system, how SAP evaluates partner capability for each solution through the "Competency Framework," the differences between local Vietnamese partners and international partners, and the key points to consider before choosing an implementation partner.

What Is a SAP Partner?

A SAP Partner is a consulting, implementation, or technology infrastructure firm officially certified by SAP SE through the SAP PartnerEdge program. Certified partners receive exclusive benefits, including access to direct technical support channels from SAP, internal tools, and the product roadmap ahead of its public release.

To date, SAP has more than 22,000 partners worldwide (SAP.com). In Vietnam alone, 34 partners are officially listed on SAP's directory — SAP Partner Finder — including global firms such as Deloitte, IBM, and PwC, as well as Vietnamese companies with deep expertise in the domestic market, such as Citek, FPT, and CMC.

The core difference between a SAP Partner and an ordinary consulting firm lies in transparency and accountability. SAP runs an automated system that verifies and updates partner capability data in near real time, based on the number of certified consultants, the number of successful go-lives, and customer satisfaction levels. This data is displayed publicly on SAP Partner Finder and is updated directly by SAP, not self-reported by the partner.

What Types of Partners Are There?

The SAP PartnerEdge program classifies partners by engagement model. According to SAP Partner Finder - Partnership Types, there are five partner models:

  • Sell partners: Advise customers on selecting the right SAP solution. Customers can purchase licenses through resale or via SAP PartnerEdge Cloud Choice.
  • Build partners: Build, package, and distribute complementary solutions and services for the SAP ecosystem — typically on the SAP Business Technology Platform (BTP).
  • Consult and Implement partners: Advise on, design, build, and integrate SAP solutions into a company's actual operations. This is the model customers most commonly interact with.
  • Managed Service partners: Provide fully managed IT services for SAP systems, infrastructure, and core business processes after go-live.
  • Enablement partners: Provide training, translation, and technology to drive learning and increase SAP adoption at global scale.

In practice, SAP Partners often operate under multiple models at once to fully meet customer needs. Citek, for example, is currently both a Sell partner (SAP PartnerEdge Cloud Choice) and a Consult and Implement partner.

Partner Tiers in SAP PartnerEdge: Basic, Silver, Gold, and Platinum

SAP PartnerEdge has four ascending partner tiers: Basic, Silver, Gold, and Platinum. This is based on SAP's official documentation (SAP Support Portal). Of these, Platinum Partner is the highest tier.

Tier status is assessed by SAP based on a combination of criteria, including the level of business commitment to the SAP cloud ecosystem, the number of successful go-lives, and competency in each solution area. These criteria are evaluated and updated periodically by SAP itself, not self-declared by the partner.

The Platinum tier, however, cannot be reached simply by accumulating points against the criteria above. Platinum is an invitation-only tier — reviewed case by case and approved by the SAP Executive Board — reserved for partners with strategic influence and global scale. Platinum Partners receive the highest level of attention and support from SAP (SAP PartnerEdge, Logo and Communication Guidelines). In Vietnam, Citek is the only local partner SAP has confirmed at this Platinum tier.

Competency Framework – SAP's Solution-by-Solution Capability Rating System

The overall tier (Basic/Silver/Gold/Platinum) reflects a partner's scale, overall capability, and the strategic depth of its relationship with SAP. However, the tier alone doesn't show which specific solutions a partner excels in. To address this, SAP built an additional system for rating partner capability solution by solution: the "Competency Framework."

For each specific solution — such as SAP Cloud ERP, SAP Business Technology Platform, or SAP S/4HANA — a partner is placed into one of three competency levels: Essential, Advanced, or Expert, rising in line with the number of certifications, SAP-confirmed go-lives, and specializations (SAP Partner Finder - Competency Framework). SAP applies different scoring criteria for each solution.

Specialization – In-Depth Expertise Within Each Competency

Within each Competency, SAP also defines Specializations — deeper expertise in a specific sub-domain. For example, within the SAP Business Technology Platform (BTP) Competency, a partner can earn separate Specializations in Application Development & Automation, Database and Data Management, or Integration. Each Specialization is verified independently and displayed on SAP Partner Finder (SAP Partner Finder - Solutions & Competencies).

SAP is the party that verifies and periodically updates competency data — it is not self-reported by the partner. As a result, partner tier and Competency information on SAP Partner Finder is the most objective, accurate, and reliable reference source available.

Companies can look up each partner's Competencies and Specializations directly on SAP's official SAP Partner Finder site

Why Work with an Officially Certified SAP Partner?

There are three concrete, measurable advantages to working with an officially certified SAP Partner:

  • Direct support channels: When complex technical issues arise during implementation, or system-related errors occur, a SAP Partner has official channels to work directly with SAP's technical teams, enabling fast, thorough resolution.
  • Faster access to new solutions: SAP Partners are typically among the first to gain access to new solutions or updated releases, often before they are announced publicly. This gives their customers an early view, allowing them to plan investments or upgrades ahead of time and stay current with technology trends.
  • A team whose expertise stays continuously current: Since July 2025, SAP has required consultants working on RISE with SAP, GROW with SAP, and SAP S/4HANA projects to renew their certification annually through the "Stay-Certified" assessment (SAP Community). As a result, these consultants remain up to date with the latest, most advanced knowledge.

A High-Tier Local Partner or a Global Partner — Which Is the Right Choice?

This is a practical question that many CFOs and CIOs face when launching a SAP project in Vietnam.

In the Vietnamese market, companies can access both groups: global firms such as Deloitte, PwC, and IBM with worldwide resources, and high-tier local partners with deep expertise in the domestic market. Neither option is categorically better — but each group clearly plays to its strengths in different contexts.

Criteria

Global Partner

Local Partner

Strengths

Global resources and standardized processes.

A single point of accountability managing multiple countries.

Deep knowledge of Vietnamese legal, tax, and VAS accounting requirements.

Fast response times, with an on-site team in the same time zone.

Consistent service standards regardless of project size.

Worth Considering When

A framework agreement is signed at headquarters level.

Processes need to be standardized identically across all global branches.

The implementation is in Vietnam and requires deep localization (e-invoicing, tax, VAS).

A mid-market-scale project needs to be prioritized with a strong team.

The project has a regional dimension but is handled through a partner alliance (e.g., United VARs).

This is precisely why a model like United VARs — an alliance of strong regional partners spanning more than 100 countries, of which Citek is the sole member in Vietnam — is trusted by SAP to reach deep into local markets that global firms cannot fully cover on their own.

What to Check Before Choosing a SAP Partner

Below are the points companies should consider before choosing a SAP partner. The order in which you check them matters just as much. Some criteria should be verified before you even meet the partner, while others should only be finalized during contract negotiation.

1. Tier and Competency on SAP Partner Finder

Before making contact, don't wait until the meeting to ask about a partner's tier or competency. Look it up yourself on SAP Partner Finder (partnerfinder.sap.com) first — this data is verified and published by SAP, making it far more objective than what a partner presents about itself. Use these results to shortlist which partners to meet, rather than asking the partner directly about its own tier.

2. Implementation Experience in Your Specific Industry

In the first conversation, the number of recent go-lives matters less than whether the partner has worked in your specific industry before — regardless of how long ago that project was. Steel manufacturing has different business requirements from pharmaceuticals, which differ again from retail distribution, even though all three run on SAP. Companies should therefore ask how many projects the partner has completed in their industry, and, if possible, request case studies from that industry.

3. Cross-Check Independently — Don't Rely Solely on the Partner's Pitch

This step should happen after the initial conversation but before signing the contract, through independent channels. Asking a partner directly, "did any of your past projects run into problems?" rarely produces an honest answer. A more effective approach is to check informally through industry contacts or your professional network about the partner's actual reputation, and to compare the timeline and scope the partner proposes against similar projects already made public (case studies, go-live announcements).

4. Commitment on Key Personnel

Contract negotiation is when this commitment needs to be locked in. The team presented during the bidding process and the team that actually delivers the project are sometimes not the same people. Companies should therefore request personnel profiles in advance, negotiate the right team composition, and write this into the contract: specifying names, roles, and how personnel changes mid-project will be handled.

5. Scope of Localization Work for Vietnam

This deserves special attention for roll-out projects in Vietnam. SAP localization here goes well beyond e-invoicing — it typically also covers tax declarations and reporting per tax authority requirements, VAS accounting standards, mandatory reports submitted to regulators, integration with domestic banking systems, and social insurance and payroll requirements under Vietnamese labor law. Confirm clearly which items fall within the contract scope, which require a third party, and how many projects in Vietnam that third party has already completed.

6. Post-Go-Live Support SLA

Before signing the contract, this needs to be clearly defined in the SOW: the hypercare period (typically 4-8 weeks after go-live) is the most demanding phase for the system. Companies should clarify upfront: the committed response time, the main point of contact, and whether the post-go-live support team is the same team that carried out the implementation.

Citek - SAP Platinum Partner in Vietnam

The most verifiable measure of a partner's capability is what SAP itself has published. Citek is confirmed as a SAP Platinum Partner on SAP Partner Finder - the highest tier in the SAP PartnerEdge program. Citek is also a member of United VARs, a SAP partner alliance spanning more than 100 countries, a model that lets Citek share experience and resources across borders whenever a project requires it.

On the awards front, Citek received the SAP Cloud ERP, New Customer Acquisition - APAC award at the SAP Partner Awards 2026 Regional, appearing on the same regional list as Accenture, PwC, Deloitte, and KPMG (SAP News Center). Prior to that, Citek also won Best GROW Partner and Best Midmarket Partner of the Year at the SAP SEA Partner Success Summit 2025 (VnExpress).

Frequently Asked Questions About SAP Partners

What is a SAP Partner?

A SAP Partner is an organization officially certified by SAP SE through the SAP PartnerEdge program. Certified partners have access to direct technical support channels from SAP, internal tools, and the product roadmap - access that an ordinary consulting firm does not have. SAP verifies and maintains each partner's capability data on a regular basis (SAP.com).

What are the Essential, Advanced, and Expert competencies in SAP PartnerEdge?

This is SAP's system for rating each partner's capability by specific solution, introduced in 2022. Essential is the baseline level, confirming the partner has met the training and implementation requirements for that solution. Advanced is for partners certified by SAP with solid integration expertise and a larger number of successful implementations. Expert is the highest level, reserved for partners that have supported customers through the entire end-to-end digital transformation journey. A partner can hold Advanced in SAP Cloud ERP while only holding Essential in SAP S/4HANA Private - the two solutions are scored independently (SAP Community).

What is a SAP Platinum Partner, and how does it differ from other tiers?

SAP PartnerEdge has four tiers: Basic, Silver, Gold, and Platinum. Platinum is the highest tier and is by-invitation-only, reviewed through a business case approved by the SAP Executive Board - it cannot be earned purely by accumulating points. Platinum is reserved for partners with strategic influence and global scale, who receive the highest level of go-to-market collaboration with SAP (SAP PartnerEdge, Logo and Communication Guidelines).

How can you verify whether a firm is an officially certified SAP Partner?

Go directly to SAP Partner Finder at partnerfinder.sap.com and search by company name or location. This site is maintained and updated by SAP, and it displays the partner's tier, partner type, and competency for each solution. It is the most reliable source of verification - not a document the firm publishes about itself.

Why prioritize a high-tier local partner over a global partner when implementing SAP in Vietnam?

A high-tier local partner understands local legal requirements (tax, e-invoicing, VAS), has an on-site team in the same time zone, and typically delivers the same service standard regardless of project size. A global firm is a better fit when a company needs a single point of accountability under a framework agreement signed at headquarters level. Mid-market or enterprise projects implemented purely in Vietnam - even those with a regional dimension - are generally better served by a high-tier local partner with deep industry expertise.

What SAP Partner tier does Citek hold in Vietnam?

Citek has been a SAP Platinum Partner in Vietnam since July 2025. On competency, Citek holds Advanced status in SAP Business Technology Platform (with 3 Specializations: Application Development & Automation, Database and Data Management, and Integration) and in SAP Cloud ERP (Specialization: Cloud ERP Finance). Citek is also a member of United VARs across more than 100 countries. Data is based on the June 2026 SAP PartnerEdge certification, verifiable at partnerfinder.sap.com/profile/0001660697.

“

The SAP roll-out project, consulted and implemented by Citek, has helped Nippon Paint synchronize processes and data between our companies in Singapore and Vietnam. Additionally, standardized solutions aligned with VAS standards, VAS reporting packages, E-Invoice, and E-Banking were integrated. As a result, processing time, accounting closing periods, and report submission were reduced by up to seven days, enabling us to fully leverage the strengths of the group's analytical reporting system and apply it across various operations and units.
